IUD removed without patient permission

According to this article a Heath Care Provider removed a woman's IUD without her permission, claimed it was an accident (read the article, it seems this accident happens frequently under her care) and then told the patient it was a good thing, because IUD's are an abortificant.
What should happen to this woman if these allegations are true ?
I think at the VERY LEAST she should lose her license and NEVER be allowed to practice again. Considering the DELIBERATE nature of this, I would not be against a short jail sentence either.
Also, I don't think she can claim Health Care Provider conscience in this case. She did more that refuse to participate in a procedure she objected to. She is actively undoing a procedure that patients have already had done. This would be like a pharmacist who "objects" to birth control pills stealing BCP from customers purses.
Or a vegetarian stealing a hamburger off of someone's plate. (Of course this case is worse, because something was stolen from inside this woman's BODY)
