Hello everyone. My name is Melissa (25) I'm married to Daniel (33) and we have two beautiful boys. Our oldest, James (5) who we circumsized just because we thought you were supposed to (we feel bad about that now) Our youngest, Jonathan (almost 3) we read up on it and decided it just wasn't necessary!

You will know when his foreskin retracts on its own only if you see him play with his penis (as boys do!) or if you try very gently to retract the foreskin yourself. At three years old he may or may not be retractable... it can take some several years before this happens, even to the point of puberty occasionally. Keep in mind that a retractable foreskin is only of ultimate benefit when a male is sexually active with a partner - though nature does appear to allow the pleasure of masturbation with a freely loosened foreskin before puberty.
Your second question you have answered yourself, really. Your son has no infections. The occasional red tip of his foreskin is probably nothing more than blood drawn up with playful pulling/stretching. My son was the same! The only other possibility might be nappy rash (if he he isn't potty trained yet), but you would have mentioned it if that was the case.
Just wash his genitals as you do with any other part of him. His foreskin protects his penis - even when he becomes retractible. Do not ever wash under it or instruct him to do so himself. His penis will clean itself....nature in action, believe me. :smileyhappy:

I think the next browsing around I'll do, will have to do with having one boy circumcised and one not...so far they haven't even noticed, but I'm wondering if/when that question will come up.
