In context, I think he's meaning that if everyone had insurance, they could be seen at the doctors for preventative treatment, as many without insurance will just go to the ER since they won't be turned away for lack of insurance (just billed later.) I've known people to take their child to the ER for a suspected ear infection because they couldn't afford to go to the doctor.

But ALL ASTHMA IS TREATABLE. There may be varying degrees of severity and some people may respond better to treatment than others, but it IS treatable. And he is right, people with asthma should not take up hospital beds unnecessarily - no one should take up hospital beds UNNECESSARILY. If people use proper preventive care then there would be no need for an unnecessary visit to the hospital. You would only need to go to the ER when it was truly necessary. Think about it.

I believe he used asthma specifically, because it is something he has experience in with his daughter having it.

I think he probably meant that asthma IS a treatable illness, and that a child should be seen and had check-ups with his or her Peditrician so the Dr. would be aware and be able to treat the child's asthma. Had the child been receiving regular check-ups the Dr's should be aware. I'm sure sometimes the child has been fine, not given a diagnosis of asthma, and has an attack, then they DO belong in the ER. But not using the ER every time they seem to be having an attack, if they have a Dr. aware and treating the child's asthma the child would be on an inhaler. I think that was what he meant.
