I am beside myself with anger over the statement Obama made about treatable illnesses!

Actually that is what generalization is for. No one espects a general rule to cover all cases -- that is why it is called a "general" rule.

In this case should every child with asthma, or disbetes or a host of other chronic treatable childhood illnesses be getting the regular medical care every child needs, then beds in hospitals would be free for the rare cases which need acute emergency treatment.

In context, with some basic level of understanding that no one running for president is actually wishing to condem children to death, this isn't rocket science.
