Well, I actually think our economy is too massive for one person (even if that person is president) to make much impact. The Fed is currently trying every trick it knows to help the economy, but we are too far gone for them be much use. To some extent we just have to find a way to ride this downturn out. Hopefully we can do so in a way that does drastically hurt too many Americans.
As for who would be the best, it is definitely not McCain. He agrees with the conservative economic policies that got us into this mess. I think Clinton will work towards a balanced budget that should help somewhat, but I like Obama's strategy of leveraging technology to stimulate job creation. I also think his proposals to address predatory lending will help ease the credit crisis and thus help most working people.
Yes, McCain is against government waste. But government waste is not the cause of our current problems. The current downturn has been due a lot (though not entirely) to the mortgage meltdown. Better regulation of lenders and the financial industry more generally could have averted this. McCain is a big fan of not regulating businesses.
And how are the current policies not conservative? They are driven by low taxes and lack of regulation of corporations. Those are key tenets of fiscal conservatism. The ideal of fiscal conservatives (unless I am misinterpreting what I see) would also include low spending, but not even Reagan did that. How would you define conservative economic policies?

Huh?

They are driven by low taxes
I can't imagine our taxes being raised at this point.. I know that Bush has cut taxes, but.. the dollar sure isn't going as far as it used to.
I have no clue, I'm not an economist.
