The military is made up of all sorts of people, from all sorts of backgrounds.
Sexual harassment is nothing particularly new for the armed forces. I was one of the first female ROTC cadets to receive a scholarship back in the mid-70's. Some of the comments I got during ROTC classes and drills were sexually charged, though nobody went so far as to ACT on those comments. When there was talk about DADT being repealed, I tried to point out that awareness exercises and sensitivity training had NOT succeeded in keeping female military members safe--and didn't think it would be any different for homosexuals. I still don't think that civilians fully understand military culture in their zest to use the armed forces for social experimentation. Does that mean I don't think women or homosexuals should not serve? It does NOT. But the military changes slowly, when it changes at all.
