What do the top ten cities with the highest poverty rate all have in common?
Detroit, MI (1st on the poverty rate list) hasn't elected a Republican
mayor since 1961;
Buffalo, NY (2nd) hasn't elected a Republican mayor since 1954;
Cincinnati, OH (3rd) hasn't elected a Republican mayor since
1984;
Cleveland, OH (4th) hasn't elected a Republican mayor since 1989;
Miami, FL (5th) has never had a Republican mayor;
St. Louis, MO (6th) hasn't elected a Republican mayor since 1949;
El Paso, TX (7th) has never had a Republican mayor;
Milwaukee, WI (8th) hasn't elected a Republican mayor since
1908;
Philadelphia, PA (9th) hasn't elected a Republican mayor since 1952;
Newark, NJ (10th) hasn't elected a Republican mayor since 1907.
Pittsburgh, PA (11) ... No Republican held ANY office in Pittsburgh for 65
years until two were elected in 1995.

Correlation is not the same thing as causality.
Even if every poor city had a Democratic mayor and every rich city had a Republican mayor, it wouldn't mean a thing. It's a multi-variable problem.
There are many reasons that such an alignment could occur, one of them being that inhabitants of a poor city might be more likely to conclude from the remarks made to them by "conservatives", that they lack character, intelligence, and drive, that the Republican party had little to offer. Conversely, an enclave of people who are doing well financially might view poor people as a potential drain on their economy, and might be more likely to elect Republicans who (in their view) would safeguard their assets.
