What the poster is completely ignoring is that federal funding goes to teaching hospitals to train residents. The student loans that doctors rack up are for medical school and not for their residency.

That's my point. There isn't one, as far as I am aware. No *specific* procedure, e.g. D&Cs, are targeted.

The amendment "prohibit[s] any funds made available under the Act to be used to provide any abortion or training in the provision of abortions..." and then it goes into a list of broad exceptions. There is nothing in the text of the amendment that prohibits the teaching, etc. of procedures that could *potentially* be used for abortive purposes.
