Last night, Edwards said, "And by the way, if we need to, we can take Iraqis out of Iraq to train them. It is not secure enough. It's so dangerous on the ground that they can't be trained there. We can take them out of Iraq for purposes of training."

Is this something they have been saying all along? Have they talked about how they are going to pay for it?

This is what I found on their website:

John Kerry and John Edwards believe the President needs to:

Provide incentives to improve and accelerate military and police recruitment.

Expand urgently the security forces training program inside and outside Iraq by establishing a single, common template for police training and another for military training, and enlisting our NATO allies to open training centers in their countries. Recruit thousands of qualified trainers from our allies, especially those who have no troops in Iraq.

Strengthen the vetting of Iraqi recruits, double classroom training time, and require follow-on field training.

Does anyone have more information about this?

My understanding is that is part of the reason they are not being trained quick enough.

Hi! You really cannot take troops out of the region to train. This is much too costly as most cannot speak english, do not know our customs, and they are the ones who know the area in which they live. You train by having someone translate and by having them beside you while you perform the task so they see how you scout, patrol, handle different conflicts. Hope this helps.
