My husband is still there and will be there till April. He isn't combat though. Just wanted to throw a feel sorry for myself in there ;) I do think it is a step in the right direction.

I think you're essentially correct on this. I have MSBNC on right now with Richard Engle (with Stryker group in Kuwait now) and Rachel Maddow (in Baghdad) discussing this. The remaining 50,000 troops, while not considered "combat troops," can certainly mount a operation in support of the Iraqi government if needed. If, for example, there was a (an attempted) coup, the remaining 50K troops could begin the support process which would look like combat, while awaiting the arrival of response combat troops.

Yes, but some believe that because the last brigade left, it means no troops are there that can "do" combat. I believe and I may be incorrect they will still be running missions, just not to the extent that was done before. At least that is my understanding.

And I've never understood the whole "combat" troop. I thought all soldiers were soldiers first (infantry men or women) and their MOS second.

Maybe the Iraqis will take the withdrawal seriously and get to work forming a functioning government.
