I think that your idea is a good one....but add to it that ANYONE who does a project like that gets the credit.

There are some big businesses who are in the process of trying to do the exact thing you are suggesting cutting salaires. But even though we may agree with this method versus elimnating jobs. There are always people who will complain about this. There will always be problems with this.
I think there should be tax cuts for companies willing to bring back jobs here. Stop the flow of outsourcing jobs over seas. Make it worth building, making goods here again in the USA. WE have been learning through health scares, tainted products(peanuts non-withstanding) that products from over seas are not any better than what we can do right here at home. Cheaper is not better. How about quality!

and the millions of people who have been laid-off, how will cutting their income taxes help them?
people arent spending money...govt is going to have to put a few billion up front to turn this around.
as long as we have a progressive tax system we will always be spreading the wealth.
