On his campaign plane this afternoon, McCain said he and allies in the Senate are working on an alternative to the bill, but would only support something that included incentives to stay in the military.
"We are working on proposals of our own — I'm a consistent supporter of educational benefits for the men and women of the military," McCain said. "I want to make sure that we have incentives for people to remain in the military as well as for people to join the military. ... I've talked a lot about veterans' health care, so we'll continue to talk about those issues and how to care for vets. I know I can do that, having been one."

I believe he is looking at troop retention. I gathered that it's not he opposes military receiving more benefits, like many bills, I think he wanted to rewrite it to highlight troop retention.

The Military Times poll seems very accurate from what I have observed as a military spouse. Most members of the military have been to Iraq or Afghanistan. Therefore, this poll represents the opinions of soldiers who have been deployed. The article posted by heavenly1127 is not as telling of military opinions because it shows only how much money has been donated to the candidates. We all know that Obama has an excellent team of fund raisers. His campaign has made tons of money. The article states:
"The Center for Responsive Politics's totals are limited to donors contributing more than $200, since information is not provided to the Federal Election Commission for smaller contributions. So these figures are likely to represent the mood of officers disproportionately. They have more disposable income to spend on politics than do the lower ranks.
'One possibly mundane explanation (for the tilt in contributions from deployed soldiers) is that the Obama campaign has just been so much savvier with Web-based donors. It may be a logistical question,' Belkin pointed out."
Therefore, the polls litlpixy posted seem much more telling of soldiers' opinions. I say this having lived on some of the largest army posts in the United States.
