I believe no. He is a Democrat, in that he believes in a strong Federal government as the foundation for our prosperity and security, he clings to demand-side economic principles and populist ideals, and he believes that taxes are a necessary compenent of a successful society.
He does not believe in turning over all services to the federal government, but he does believe that there are some services that the government should offer that the free market does not support (like access to affordable healthcare). I don't believe he is really talking "socialism", and those who argue that he is committed to "wealth-distribution" by taxing the rich are going to find themselves having a tougher sell after last week, where we just witnessed a massive "wealth-distribution" in which the average worker is taking on the debt and risk of super-rich companies. What happened this week was more "socialist" in nature than anything proposed by Obama.
