I am not sure you can make that assumption by just observing people in retail.
The problems I see with that are two-fold:
First, Obama's proposal isn't a one-time thing - it will create another government entitlement that people will become ever more dependent on, and it's not targeted at a one-time stimulus in bad times.>>
-i dont think the money that people get as a refund will enough for them to get dependent on. estimate put it at a few hundred dollars that more than people are already eligible for. so it will help them out and they will spend it. but things like the child care credit and the college tuition assistance are things people are more likely to come to rely on. but at the same time, those are really important things that will open up door of opportunity for many people

First of all, your numbers are way off. Second, who are you to judge what would hurt and what wouldn't hurt. You don't know a single thing about the people on whom you are passing judgment.
