I don't know - I guess it depends on how it is administered. This past year in my county the county council voted to reduce teacher pay - a contract violation - by reducing the amount of the education budget and then writing into the document that the cuts had to come from teacher pay not anywhere else. Pretty sad when we were already not getting funds to purchase classroom supplies so had to purchase things like tape, paper clips, pencils etc out of our own pockets.
I'm in California, and my husband just spent $50K getting his masters in ed and his teaching credential, and he can't get a job because California doesn't have a budget.

It has nothing to do with knowing what kind of food to buy, and much to do with the fact that food is not AVAILABLE in poor neighborhoods which are often served only by small 7/11 style stores and fast food resturants. And yes, it is possible to ride the bus to nice neighborhoods with real grocery stores and farmers markets. But I know I can't carry two gallons of milk and groceries for a week in my backpack....particularly when I had small children and no affordable child care so a trip to the grocery store meant we all had to go.

Thanks for that link but you do understand that Ron Paul is a libertarian and their belief on government funding is to the extreme far right.
