I saw this on the news and about fell over. What a slap in the face to a rape victim. The only thing I can think of when it comes to making a woman pay for her own rape kit, is to deter women from going to the police. It's like telling her, well even though this awful thing has happened to you, unless you pay for the kit, you might as well keep it to yourself. Is that really the message we, as citizens, really want to portray to our children and society?! Raping the poor is okay because they can't afford to notify the police or charge/convict the man for the crime? How sad.

I disagree with you, but I'm pretty sure
If you actually go and check the files of Wasilla, you'll note that no one was ever actually charged for a rape kit.
I went to the Wasilla web site and the current mayor had issued a statement that from 2000 to present no one has been charged for the rape kits.

Yes, and I do believe it should be the District Attorney or the Police dept. that pays for the collection of evidence in a criminal investigation.

someone paid ... if it wasn't the victim (and it should not be) then someone did, my guess is the state.
