In particular, amniocentesis "more often than not" results in abortion, said Santorum, a strident anti-abortion politician, on the CBS program "Face the Nation."

Not sure he doesn't have a point. I remember when my BFF was pregnant with her son they pushed 23 weeks as the absolute cut off they would do an amnio...reason being that they couldn't abort past 24 if he had a major problem. I was pushed greatly to have an amnio with ODD even though I had less than 1% chance If her having Downs. They wanted it done as early as possible "just in case."
