No...it's not just you. I don't understand that either.
I understand the STAFF of the elected official having some sort of orientation and I even understand if the politicians have a few mandatory seminars/meetings/conferences...whatever you want to call them...where they learn the basics of Roberts' Rules, Senate/House procedures, etc.
BUT
You (general you) cannot tell me that each elected official in DC knows Roberts' Rules forward and backward...or that they even know HALF of the stuff we're supposed to believe they need to learn in this 'orientation'. That is what staff and lawyers are paid for.
Most (certainly not all) of the elected officials have served in another capacity (state level, etc) so they have a basic knowledge of how these things work anyway.
And like any other job in the world...you learn best by hopping in and doing something.
I'm not buying the need for this whole 'production' that supposedly takes place upon each new election cycle.
