If the child is being neglected due to drug or alcohol abuse, then I have no issue with clean tests being a condition of keeping custody.

I agree with you on the drug use issue. If they are doing drugs the food stamps are often sold for the drugs and the kids aren't eating anyway. I know, my mom did it for years.

Just so you know, failing a drug test doesn't automatically make you a "druggie" or an unfit parent. I have smoked pot as a parent, my DD's father smokes pot occasionally, my parents smoked pot when I was little, my DD's grandmother and great grandmother still smoke occasionally. It hasn't impacted ability to parent for any of us. Just like having a couple glasses of wine doesn't impair our ability to parent. I guarantee you my child doesn't think I or her dad are bad parents, and if you think taking kids out of loving homes due to one failed drug test won't cause them irreparable harm then you are kidding yourself. And before you go off saying that people on assistance shouldn't be spending money on pot, I'd like to remind you that many people do grow it themselves, or stop buying it when they hit hard times but it stays in their system for far longer than that.

Also, pretty much every drug that can be tested for (not all of them can be) washes out of your system completely within a few days, so if you wanted to get welfare but continue to do hard drugs it wouldn't be all that difficult.

It's not really possible to do that anymore since the benefits are drawn off of a debit card. This change was made nationwide about 10 years ago.
