do you really have proof that corporate tax fraud costs us billions?
if so, wouldn't it be easy enough to catch the cheats?
besides...lost revenue is different than increasing the budget...
in the case of lost revenue, the budget will be funded even if it means higher tax rates....... the same amount of money will be needed, no matter where it comes from....but when a program (welfare) needs more or less, that directly impacts the budgetted amount, directly increasing the budget cost or reducing it.
