that is a tricky choice of words.....


it still appears that the cap will be abolished, the difference is the rate of tax...


for example....if i were to say,


i didn't kick my brother to knock him down,


i kicked him to push him out of the way......


i still kicked him....


by your post, it seems that BO's plan is to not remove the cap to raise tax ~13%


but to remove the cap to increase taxes by 2-4%
