Found this summary on the Obama Facebook page but I checked out the website and the summary is accurate according to the nonpartisan Tax policy Center.

The nonpartisan Tax Policy Center found that Mr. Obama's plan would amount to a tax cut for 81 percent of all households, or 95.5 percent of those with children. The center calculated that by 2012 the Obama plan would let middle-income taxpayers keep about 5 percent more income on average, or nearly $2,200 a year, while Mr. McCain would give them an average 3 percent break, or about $1,400. The richest 1 percent would pay an average $19,000 more in taxes each year under Mr. Obama's plan but see a tax cut of more than $125,000 under Mr. McCain.

According to this...Montatna does produce oil. http://www.medamembers.org/MEDAHAVRE.ppt

As does North Dakota. https://www.dmr.nd.gov/oilgas/

So they do allow drilling. I'm not sure what your anger is about. You seem quite angry...and your language is abusive. But there is drilling in both of the states you mentioned. Is your problem with not enough drilling? I just drove through North Dakota and I saw plenty of derricks.

You shouldn't have to buy a new car if you can't afford it.

Correct me if I'm wrong...doesn't the Bakken formation consist of shale oil?

"Technology continues to advance," Dorgan said Monday. "This is not going to be a red light or green light about oil development in the Bakken -- clearly there already is a big green light there. But I think the question is pretty clear: How much of that oil is recoverable using today's technology

What that says to me is this....that the oil is there...and they already have a green light to get it....but they aren't sure if they can with the technology we have today. I didn't read any article that says environmentalists are trying to stop it. The limitation may be our own technology.

Note that the Bakken Play region is not an environmentally sensitive area similar to Alaskan tundra that has stymied much oil field development because of concerns about damage to the fragile environment. Still, some environmental protests are sure to emerge and may gum up development for a while, but they’re unlikely to stop oil production from the Bakken

This was the only article I could fine about environmental protestors...and it says they are unlike to suceed at stopping it. IF a local area or state truly wants oil drilling..no amount of protesting will stop it. THe reason it has been succesfully stopped ion Alaska is due to concerns about the eco-system..and a judge must have agreed...or there would be drilling right now. In order for protesters to stop anything...they have to have legal back up. They can't jsut say hey...stop that....and expect anyone to comply.
