This is a topic amongst the military themselves - did it work? There were many things that happened at near the same time, including a change in leadership with concomitant changes in strategy and tactics - and trying to tease out what caused what is a problem. But some people aren't real good at analysis - they don't understand that just because two things happen in close proximity we cannot conclude that one caused the other. But it makes for good sound bites. OTOH, I think there's general agreement that having the extra troops helped. The phrase "it worked" is vague. Two different people could have opposite opinions on this and both be correct. The civilian murders have gone down by about 2/3 in some places - the numbers are still very high.

name calling is so ... mature and informed. it really brings people into a debate.

which is why i have seen very few instances of inciteful names attached to McCain or Palin. nothing to debate.

or could it be their opponents have more class and are better informed?

I think both of these statements made by Biden are examples of Biden "playing the game" that was necessary at the time due to the fact that he was running against Obama for the Democratic nomination. I don't quite think that they
