As an aside, although it's not so much a big debate here as it is there, Christmas stuff does seem, I don't know, it can get almost inundating, with carols played in malls for more than a month, decor all over, Christmas shopping ads, weeks of Christmas concerts and company parties, etc...
To be honest, I don't know anyone personally who has been offended by the phrase "merry christmas." that being said, I'm one of the people who intentionally says "Happy Holidays" for fear of offending people. Therefore, I wouldn't run into that situation.
My former neighbors who were against Christmas decorations in common spaces of our condo community frequently said that they were upset and saddened at seeing all the Christmas decoarations everywhere. I don't know if they were offended exactly but they did use the words "sad" in reference to seeing Christmas decorations, not just in government places but places like malls, which are obviously not funded by the public. My neighbors didn't want to stop people from having them displayed on private property. But I never completely understood why it would make them sad. I'm not saddened by other religions' cultural/holiday displays.
