A victory for the Democrats?

Recently, Ohio ruled that a registered voter needs not necessarily to show up in their designated precinct to vote, but may go anywhere as long as it's in their county. Democrats have called it a victory on their part (I heard it from a newscaster--sorry, I don't have a link). But if voting hasn't taken place yet, why would Democrats think that was good for their party? Are they assuming if you don't know where you are going or can't follow directions, then you must be voting for the Democrats!? I thought it was funny.
