Shrug, I've got a small business and we gross much more that 250K, but with offsetting expenses and tax incentives, we net much less than 250K per owner.

Incentives for reinvestment are part of the tax system.

Actually, I think employers (ie owners or top managers)of comapanies that violate labor laws should be prosecuted personallly.

Take a closer look at that report - that's not "small business owners", it's "small business owners in bankruptcy".
