Well when we were kids, the "bad" kids hung out and walked around the neighborhood. The "good" kids did not.

My school district has the same policy. If there isn't an adult at the bus stop to meet a K student, the child is taken back to school until a parent picks them up. I agree with you, a 5 year old should not be sent to a bus stop alone.

Do parents tend to hold their kids back? Our cut off date is Sept 30, but you would be hard pressed to find a child who turns five in Aug-Sept enrolled in kindergarten (June-Sept for the boys).

Kids who get into trouble don't get into trouble from hanging out in the streets; they get into trouble because they like to get into trouble.

If they have things to occupy there time, like clubs or teen places, etc, they would not be getting into trouble.
Like I said before, when I was a kid, the kids who hung out in the street were smoking early, smoking pot, drinking, having sex early, getting in trouble. The kids like me and my friends were going to the malls, movies, other friends houses were not getting in trouble because we were loosely supervised and had other things to attract our attention. My friends parents and I were interested in knowing where we were and what we were doing all the time. The did not limit us to having fun but we knew what and where we could not do.
