How is it any easier to resolve a problem quickly playing phone tag?
The only way to avoid playing phone tag it to only call a teacher during a time that they have set apart just to take care of phone calls, something you have been debating against.
What is so different from e-mailing a teacher in the morning before work and having a reply waiting for you later in the day and calling a teacher and having them call you back later in the day?

I HATE phone tag.
There are no phones in the rooms where DD2 teaches so if a parent wants to talk to her by phone they have to leave a message with the office.

Same here. I especially find it annoying when the person doesn't say what they are calling about. My BIL will call and leave the message "Hey, call me back". So we call him back, but we get his voice mail and we leave a message saying we returned his call. What a total waste of time. He almost always has a simple question for us. If he had just said why he was calling, we could have left the answer on his voice mail. We've asked him over and over to either say why he's calling or to email us, but nothing has changed. We have gotten to the point that we've told him that we will no longer respond to a "Hey, call me back" message.
With our three so close in age, that was always the issue we had, too.
