A man is not covered, his children are.
In the same way that a woman who is not pregnant or breastfeeding is not covered, her child are.
Each member of a family is covered or not covered based on if they fit the criteria.
6 year old big brother is not covered, 4 year old little brother is. People are covered as individuals not as a family.
What you describe sounds more like a tax credit property. The property owner offers lower rents than traditionally-funded properties to people or families whose income falls within a certain window. They have become the modern-day replacement for the Section 8 properties that sprouted up during the 70's and 80's. The rents are low but not calculated based on the renter's financial circumstances, as Section 8 rents are.

That's amazing. I'm a single parent (well, an "only" parent, if you want to talk about reality) with a disabled child and both of us have high medical needs, and I couldn't even qualify for assistance when I *didn't* have a job.
I've known a few. One of them lactated from the time her first was born until her 3rd child was 5 years old...a grand total of 11 years...and then had a 4th child a couple years later, who has just recently weaned. He starts kindergarten tomorrow.
