"And many DO know. They are well aware of what is going on in their neighborhood."
I have to admit that I would be thoroughly creeped out by someone who was that well aware of what is going on in my neighbor.
Fathers who have children under age five years old could enroll their children in the WIC program. Fathers can bring their children to appointments, talk with a nutritionist, and receive WIC checks for their children. Fathers do not receive WIC for themselves.

Fathers of children under age five are encouraged to enroll their children in the WIC program. Fathers can bring their children to appointments, attend nutrition education classes, and cash food vouchers for their children. Active participation by fathers is a great help in keeping WIC children healthy.

Just like any other parent or guardian, fathers can bring their children to appointments, attend nutrition classes, and receive and redeem benefits for their children.

It would't fly here, either.
What I find very odd is the apparent depth of knowledge about other people's financial business. It frankly shocks me. I'm happy to be friendly with my neighbors, and am even friends with some of them. But I don't share financial details about my life with even my closest friends.
I don't think I or others need to share such details in order to see who we are. That sort of thing is just not done around here, and it would be considered seriously bizarre and offensive for anyone, even the best of friends, to snoop regarding such things. It would be considered a sign of some sort of mental imbalance, to be honest, which is why it would creep me out. But perhaps that's just a cultural thing, and that level of inquisitiveness is considered normal and reasonable where you live...
Just because you or I don't know them, though, doesn't mean that they don't exist.
