Our state does it. With probably 50,000 (?) employee. It's an automated process. Payroll numbers are submitted, electronically, to the website at every pay period.

So you look at a salary scale to determine how much education/experience/other factors the person has, so you can determine their salary? That doesn't make sense. Or does your district publish a list of all of the teachers and their salaries individually by name? I mean, when my mom was teaching, there were many people (even those she worked with) who didn't know that she had taught for several years, then took a several year maternity leave, returned to teaching, and took 30+ credits of continuing education courses. I can't imagine sharing that much specific information with someone that they would be able to look at the scale for our district and be able to pick out her salary. Heck, I couldn't do it without some serious thought. I'd have to sit down and really think about how many years she taught before I was born and then how many years she was at home. And I'm not even all that sure I know how many continuing ed credits she had.

When the information comes from another neighbor who is giving you the "scoop" on everyone in the neighborhood, it counts as gossip in my book. Obviously, you see this differently. As I said before: it must be a cultural difference. It would be interesting for me to study your culture sometime, it's so very different from anything I've ever experienced ;-).

Maybe it is just too different as I would never consider finding out someone's occupation to be gossipy.

Well, I can't help the impression I'm getting from this conversation that in certain cultures that sort of information is considered important or interesting :-).
