I assumed she meant quarterly taxes for a sole proprietor, the kind that report their income on a Schedule C. (Like I said, simple.)

Did you know that in order for something to be an apartment, it has to have it's on kitchen, bathroom, and separate entrance?

I'm sure there are some illegal rentals around here, but it's not worth talking about. It's not common. Most landlords report their rental income. If they are doing something illegal, I wouldn't call them a landlord.

Why do you keep pretending that it matters where the particular bills that the renter gave the rentee went? (Why do I keep trying to explain the same thing over and over when I know it will never sink in?)

I change my oil every once in a while, too. I also do my sparkplugs. And my dh teaches preschool. My family is doomed! ROFL.

No, to be considered an apt. there are only 2 things needed, a fridge and a stove. Once those are taken out, a person can not be fined for having an apt in their home.
