I am sure there are illegal apts all over the country, not just where I live. You probably just do not know as you are not renting or know someone who is renting out their home OR you never asked.

I think I figured out the problem. She thinks that if the landlord does not use the actual money that the renter gave them for rent to pay the taxes, then the rent isn't being used to offset the taxes.

It doesn't matter but if I rented out part of my home, I would never do it if I was relying on the money to pay my mortgage or property taxes. That money would just be extra for me and if no one was renting at any particular time, I wouldn't have to worry about paying my bills.

No, if it is not reported, there is income, they are just choosing to break the law. It's still income.
