No, she said that illegal apts are very common in lower-middle class neighborhoods of NY. Since you live in or near NY, she's guessing that maybe why it seems more common to you (that was her point). She never said that you yourself live in those particular neighborhoods.
By the way, "lower-middle class" is not the same as "lower-to-middle class". Lower-middle class is the lower end of the middle class.
