Zoning changes are made through municipal government, generally through votes of town council/town meeting members, not through neighborhood agreement. Neigbors can and often do get together to pitch ideas to the town council and try to influence the vote.

There are many privately run combination daycares/preschools in my area. Several are advertising that they are looking for preschool teachers and teacher assistants. Most do *not* say that a CDA is required, although some say it is preferred.

Because my impression was that your area could be described as "Italian" (although there are many Irish as well) as well as lower MIDDLE class (not lower class, there is a big difference) and my own experience of neighborhoods like yours has been, in fact, that illegal renting was common, just like you have been saying all along. If you think your neighborhood is more Irish, or Croatian or something else, then I made a simple mistake. I am not sure why it is making you so bent. I already agreed that you can call it middle class to your heart's content. It is really not that important.

Ya know, it really is ok to identify a neighborhood by the ethnicity of the majority of the residents who currently or once lived there. Sometimes this is even enshrined in tourist guidebooks: Little Italy, Chinatown, Koreatown, Greektown.

Yes, I know...but if you note, I wasn't asking about "your" personal experience, I was asking about the claims that you have made about your neighbors, friends and family as well as the income that is not being reported as you stated that only the renter and rentee know about.
