A public school parking lot is public, a Walmart parking lot is private and owned by Walmart or whomever owns the parking lot.

No, we were talking about liability. Walmart is not *public*. It is privatley owned.

Just because they can be sued doesn't mean they're liable. Anyone can sue for anything.

Driver's ed is a completely different topic. Getting hurt inside the school has nothing to do with student (or any) drivers.

If someone gets hurt on school property - due to the actions of someone else - that someone else is responsible before the school is. And the school wouldn't necessarily be responsible if they weren't negligent.

OTOH, the school's insurance may choose to pay instead of fight the lawsuit - doesn't mean the school was actually culpable, just that it would be more expensive to fight than to settle.
