Those are ridiculous extremes. I think it's just a way to draw people in (they are fighting words, after all). But to me it's more just a form of getting people to tune than an actual statement of the board's tone. It's more like those stay-tuned ads you see on the news. You know the ones: "Is the soap you have in your home killing your children? More after these messages". Absurd extremes get people to tune in.
