A good parent does things based on the the maturity level of that particular child, giving them more independence when they have have shown they can handle it and restricting it when they have shown they can not.
A bad (lazy neglectful...) parent does things based on what is easiest for them even when not in the childs best interest.

A good parent has good intentions, cares, loves their children, tries their best and when they realize they have made a mistake they do their best to correct it.
A bad parent does not care, may not love their child or not know what love is, or be unable to love themselves or others; a bad parent refuses to consider their own limitations, does not correct mistakes or try their best, and sometimes harms their children on purpose or without caring that they did it.

does .............
cares for each child that they have, based on that child's needs, skills and talents, all of which may be subject to change, depending on the child's age, special needs, maturity and personality.

I would not consider a parent who does not do something because they are sick or tired to be a bad parent.
