Look into paying out of district rates to another local highschool.

I know here there is normally a cost and it seems to be about half the cost of private.

Most districts that have a transfer policy guarantee it for the life of the student -- once in, always in. Some even grandfather in siblings. Call your school district, but phrase it in terms of "I want to get into X school" not "I want to get out of Y school." They sometimes get touchy about criticism of ANY of their schools!
