OK, remember this is a debate board, and I am going to play devil's advocate here, so please let's play nice.

Well for myself, I am on "budget" with my oil and electric company and the bills are the same every month for a year. My water bill is about the same every 3 months so I budget an amount of the highest it has been.

I have been doing the budget for almost 14 years and never had a problem. My bill usually goes down so I am happy in September-lol!!
My mortgage is another thing. I have taken my taxes out of it because they wanted more and more each year for escrow and now "I" make interest off the money, not the mortgage company-lol!!

"Where it got confusing was you said that you budget everything to the penny. I read that to mean this month I will spend X on groceries, Y on electricity etc."

That is what I do. I do my bills every week and put a certain amount in my checking account for most of the bills, another amount into a savings account for cc bills and a high interest savings account for taxes (paid twice a year), homeowners insurance (paid once a year), extra things (activities, things for the home, clothes, medical bills) and savings.

With the car insurance, I do the same, pay the entire bill twice a year so I can get the discount offered. I put the money into the higher interest savings account to make interest AND have it when it is due.
