Yes, exactly. She is demonstrating that in certain situations and given certain financial circumstances, it IS HYPOTHETICALLY POSSIBLE for a family somewhere in her area to live on $40,000.

Nope, she never said or implied that. Saying that it is HYPOTHETICALLY POSSIBLE for someone to make it work is nowhere near the same as saying that it is actually possible for everyone.
