Okay. So here's an example from where I lived before in IL.
Electric and Gas provided by AmerenIP: https://www2.ameren.com/rateest/disclaimer_res.aspx Electric Residential Rate Estimator says if I use 10,000 kwh per year (which is the national average) spread out evenly over the 12 months, I would pay a total of $1200/year for electricity. That's about $100/mo. https://www2.ameren.com/RateEst/GasRateEstimatorV2/GasRateEstimatorV2.aspx Gas Residential Rate Estimator says if I use 812 therms per year (national average) using less in the summer and more in the winter, I'd pay aboput $1000/year or $83/mo.
So that's $183/mo.
Water: http://www.amwater.com/files/IL-pdf-Champaign%202008.pdf The national average is 12000 gallons of water per month for a family of four. So using that chart, it'd be $90 every other month.
That's $45/mo. plus $183 is $228.
Phone: Let's pick this one: http://www22.verizon.com/Residential/Templates/Products/ProductDisplay.aspx Middle of the road kinda plan. $55/mo.
So that's $283/mo. for utilities in Champaign, IL using national averages. If I created a hypothetical family living there on a lowish income, I imagine it would be less than $283/mo. considering the national averages for gas and electricity are tied to the average home size (2000+ sq ft. house).

Again though, these are "averages" and don't represent all or even most families or even a low-income family as there are so many different variables.
Why are you making more of this than what it is?

I would think with a salary of $40,000 for a family of four, frugal isn't much of a stretch.
