I would recommend using the median price as the estimate, then.
By the way, the COL on the coasts disturbs the ever-loving crap out of me, LOL! You couldn't get me to New England or the Bay Area unless you were dragging me kicking and screaming. It amazes me that anyone pays so much for everything.

you don't want to know what our electric bill is like in the summer.....think fancy car payment plus a couple hundred dollars more a month. ;)

True that! Thank goodness for winter - we can finally turn off the air conditioner. Well, sort of. Not today. Can you believe it was nearly 80 degrees??? The one good thing about being in an apartment is that the heat rises to the apartments above us, so we actually don't do too bad with the electric bill compared to if the sun was beating down directly on our roof.

Our assessed value right now is $317,000 and our taxes (after Star-discount in NY State) are $5,800.

Excellent! Okay, so for your area, it wouldn't be feasible for a family of 4 to survive on $40k per year. But you would be able to create a reasonable budget for them using an income of $90k.

In my area, where the median income is $45k, I would be able to create a reasonable budget for a family using an income of $40k.
