Refinancing a Mortgage

Can you refinance your mortgage if the rate is not lower than the one you have now? How would that work?
Our original mortgage was 7.5%, we refinanced a few years ago down to 5.25%. I was telling a woman on one of my other message boards about how I was thinking of taking a cash advance from my discover card to clean up my checking and savings account and she said I could refinance. Is that possible?
Thanks!

You or your family members will die without cable TV?

"I don't tell them that they HAVE to cut that out of their life just because I don't do it." First, no one told you you "HAVE" to cut anything out of your life. We are giving you our suggestions. Secondly, if those someones were talking about encumbering their HOME to get out of their consumer debt, and they ASKED for advice (like you did) you probably should suggest they learn to get along without those frills - or they may be putting themselves at risk of losing their home.

$40 extra from what? You just finished saying your taxes are going up soon.

That may be because I've seen how much kids love playing with beanbags while I've been in ECE classes over the year.

<<That is YOUR opinion.>>

No, that is a fact. No one has ever died from lack of television.

Now wait just a doggone minute here...weren't you the one who was just claiming that no one had the right to tell anyone else what they could or couldn't live without?

When my kids were those ages, we lived in an 1080 sq ft house and managed to give parties just fine.

And the price of gasoline is rising, and the price of natural gas is going up (which can affect heating and electric bills, depending on the generation in her area) and she's already said that her cable company frequently raises its rates...that $40 isn't going to go very far.

<<It is a fact of life if necesseties are cheaper and you are making the same amount of money where it was more expensive, you have more money to save or pay your existing bills.>>

That's not what I'm laughing at. I'm laughing that you think the people who are "moving ahead" in life are the ones who are moving to lower COL areas while managing to hang on to higher COL area salaries.

The people who are "moving ahead" in life are the people who are spending less than they bring home, regardless of where they live. Several posters on this board live in much higer COL areas than you do, bring home less money than
