Refinancing a Mortgage

Can you refinance your mortgage if the rate is not lower than the one you have now? How would that work?
Our original mortgage was 7.5%, we refinanced a few years ago down to 5.25%. I was telling a woman on one of my other message boards about how I was thinking of taking a cash advance from my discover card to clean up my checking and savings account and she said I could refinance. Is that possible?
Thanks!

No, I *had* a very tight budget. I knew what to do. Now, I don't have to worry about what I spend.

That's right. We used pretty patterned calico from a quilting project. The bean bags were adorable, unique, and lots of fun.

I seriously do not get that. Last Christmas I suggested arts and crafts stuff for dd. I'm betting she was the cheapest child for everyone that year because all she got were crayons, glitter glue, colored paper and a few other crayola items. 8 months later she's still drawing, colouring and constructing constantly with the stuff she got for Christmas. Those have to be hands-down some of the best presents she's ever gotten (she played with the one Barbie she got for about a week and it is now in the garage).

It's not just $6,000, it's equal to 10% of the household income for a whole year.

Paints are another really cool way to blow a weekend afternoon. You can do conventional painting or wet the paper and use straws to blow color over the page, or mix paint into bubble solution, blow colored bubbles over paper and let them pop (creates some really cool designs that way).
