I spent a whole summer in Lancaster, PA....very little traffic and also almost zip to do for a single woman after you've played your weekly softball game, hit the corner bar, and done all the tourist things.

If he made less because he WOH less (parttime), you bet I'd lean on him to do more chores.

I don't think that one spouse being the only income earner gives them the the right to "assign" the other spouse anything, in the majority of cases.
