I think poor homework habits can be the fault of parents. Kids who don't have the necessary space, supplies, and yes, when they are young, supervision, are not going to get in the habit of taking responsibility for their own learning. I just think at some point, you absolutely need to disengage and turn it over to them. By the time mine are in middle school, my job is to make sure they have their supplies and to enforce a study time, and to give whatever assistance they ask for. But the product, by the time they are 11 or 12, in my opinion, should be totally their own.
You may reach a point where you have little choice. They have a way of asserting their independence as they grow older, and if their grades are good and their teachers are happy, they may actually resent your supervision as "babying." Or not. I couldn't have predicted, when my older child was seven, the degree to which he strongly feels that his work has to reflect HIM, not me. He will sometimes ask me to proof-read something, but often with the caveat, "You can tell me what's wrong with my punctuation or my grammar, but don't criticize my ideas." It's a very touchy thing. Or he'll ask me to drill him on Spanish or Latin vocabulary or geometry formulas he is trying to memorize, but God Forbid I look at his science project before it is due. He *knows* I am good at school, he is trying very hard to establish an independent intellectual identity, which after all is part of the "work" of adolescence.

I have to be honest im not so sure when my oldest os 12 i will allow him to be in charge of his homework.
I honestly feel as the parent it is my job to be sure they are taking responsibility for their homework, and for me that is having my nose in it.
