Why hide your light under a bushel of bears, I ask you?
Some communities have free programs through the rec center that low income kids can participate in. Day camps have scholarships. Ask the neighbors to watch them. I've known a few parents who put their kids in summer school whether they needed it or not) in order to give them a safe, supervised place to be for part of the day while they were at work.

I will agree with you 100% here, and I think ODS would too.
Some years ago, when ODS was younger, we were having a hard time finding summer day camps that he REALLY liked and wanted to go to. We drove past a church in our neighborhood and I said, jokingly, "Well, if we can't decide on something, you can always go to vacation bible school right here!" He got very serious and said, "Mommy? If you sent me there I would punch the priest in the face and run home."
There was no way I was really going to send him there. If my church or another local one in our denomination had VBS, no problem though.
