I think it doesn't have anything to do with the quality of supervision, but it definitely has to do with the logistics of finding/getting quality supervision.

She said her son couldn't be hired as a minor by a commercial company. She said they could do it on their own.

That assumes that 1) they can find a job and 2) they want a job and 3) that the hours of the job are wher eyou can transport the kid to/from or the kid can provide their own transportation (walk, bike, bus).
