We go out about once a week and sometimes it stretches into a big longer, depending on the schedule. This week we went out last night and are going out again tonight, the kids are coming though and did last night.
Yes-during the week, but mostly weekends we would go out late (as late as midnight) and stay out as early as 5-6am. With the kids now, we will go out when it is nice out usually to go get ices or a park or shopping, etc. Tonight we are taking them out, around 9:30pm to see the fireworks but they are usually (especially my ds) asleep by 9pm.

The price of gas is one. We would drive all over the place, all day and just went wherever we pleased. The kids need a "destination", we never did.
I can remember when it hit us that Erica had a different internal clock than most people. When she was 3-3, she would come down stairs complaining that Joy was being mean to her after they were in bed. It turned out that what she considered "being mean" meant that Joy fell asleep as soon (if not sooner) as her head hit the pillow while Erica would be still awake, wanting to talk or play awhile.
She indicated that the only place her friend brought the child was Mcdonalds and then could not understand why he/she would not sit still in a "real" restaurant. Her assumption was that if the child HAD gone to other places than Mcdonalds then he/she would have been better behaved as they got older.

You don't know that if the parents were stricter the outcome would be different, you are assuming or guessing that the outcome would be different.
I have seen, ime, kids on strict schedules who do the same thing you are saying about kids that don't have a set bedtime/meal time.
